What factors impede the efficient delivery of homeless services?

Continuums of Care (CoCs) are local networks of agencies tasked with providing homeless services in a community. Little empirical research has examined the most efficient ways to coordinate and deliver services across agencies. This project engaged CoC service providers and clients to understand the factors that impede efficient service delivery and identify potential areas of system improvement.
